The Doctoral thesis by V. ‘The Establishment of the Spiritual Collegium and the Spiritual Regulations’, was defended by him at the Moscow University in May 1917. This work is very significant for the study of the Church-State relations in Russia during the period of Peter's ecclesiastic reforms. In this work, for the first time, a scrupulous research analysis not only of the content of the ‘Spiritual Regulations’ was made, but also its sources and the history of its compilation were thoroughly analyzed, as well as the issue of the establishment of the Spiritual Collegium. Thanks to this, the author managed to create a holistic picture of the state ecclesiastic politics of Peter the Great. V. believed that the Emperor created new ecclesiastic structures modeled after consistories of Protestants; and by streamlining ecclesiastic life, he created a system of the state Church system, which contributed to the fact that Orthodoxy began to be perceived as part of the bureaucratic machine, which led to a decrease in Orthodox religiosity, and the preferences that other Christian denominations received thanks to this reform, contributed to the development of religious differences.
